My dear Butler,
1 have consulted the competent
authorities here in regard to your letter
of the 11th instant on the subject of Sir
F. Piggott. They are of opinion that in
all the circumstances it would be better to
reply to his latest effusion that the
decision in the matter of the appointment
of a Legal Adviser to the Chinese Govern-
ment was fully explained to him in the
letter from the Foreign Office of September
19th, 1912 in the terms of which the
